This has forced the community into game modes (Daily Ops) they they may not necessarily enjoy just to earn the latest legendary weapons etc. As a result they are coming up with new mechanics to overcome issues such as glitching and the injection of overpowered weapons into the game. To fix the issues they would need to rewrite core components of the engine and it is clear that they are not willing to commit the resources to do so.

The reality is that Bethesda is struggling to plug security holes in their game engine that has been exposed by the ability to mod - this is most evident with Fallout 76. A new engine could create new modding opportunities that are not currently available to us, so it could actually be a good thing. The ability for any game to be 'modable' is a choice of the developer, regardless the game engine it is built on. Except for real life and that though always breaks the immersion. But I cannot think of Novigrad and imagine it being more interactive because I have nothing to base that on. Basically, I can think of Whiterun and easily imagine it being 10x larger where every NPC is as deep as existing ones. The second issue is that from the vertical slice I can easily extrapolate the real size, while horizontal slice doesn't allow for easy extrapolation of the depth. But I can keep interacting with the deep NPCs and enjoy the illusion. After a few moments, I'll start regarding the crowds of the city as background, like trees in the forest, with which I cannot have meaningful interactions. The breadth wears thin for me drastically quicker that the depth. Witcher 3 cities are a horizontal slice - wide breadth that can be quite immersice, but really shallow. Skyrim cities are basically a vertical slice of a city - limited in breadth, but immerive in its depths.
